Financial Express article on 'DISHA'


The Financial Express, English Business daily from Indian Express Group published an article ‘Losing DISHA’ related to AP’s bill. The Daily exposed drawbacks in framing the DISHA Bill and gave alert to Union Government.  
It opined the intention of the government is appreciable on atrocities against women but it’s very difficult to get justice with this bill. YSRCP government sends the bill to Centre after getting approval in the state assembly.

The Bill, named after the female veterinarian raped and killed by four men in Hyderabad last year, provides for the disposal of cases of atrocities against women within 21 days and the death penalty for offences of rape.  It also reduces the period for disposal of appeal cases related to rape cases against women and children from six months to three months. The Financial Express feel the bill appears to sound for safety and fast-tracking justice for women. With time bound trail justice can’t be done to the victims. The bill can face many legal complications to become an Act.

Centre sends back the DISHA Bill to AP Government and asked for amendments to the bill. But YSRCP leaders made this as positive campaign for Jagan. All women representatives praised the Jagan like anything without go into the details of the Bill. YSRCP government was already opened police station in the name of ‘DISHA’ in Rajahmundry without getting final approval from Centre on this Act. It is surprised that atrocities reported more in number after DISHA passed in AP Assembly.

Bhuma Nagi Reddy was elected first time to Assembly as TDP candidate from Allagadda in 1992 bye-election. Again he was elected as MLA from same constituency in 1994 as TDP candidate. In 1991, late NTR decided not to field TDP nominee opposite first Telugu Prime Minister PV Narasimha Rao. In 1996, Chandra Babu Naidu (NTR was died) was selected Bhuma against them Prime Minister PV in Nandhyala. In 1991, PV majority was more than 5 lakhs but in 1996 his massive majority comes down below one lakh. It can only possible to Bhuma. PV retained Barampur in Orissa and resigned for Nandhyala.
